Runtime v10100 hands registrar seats to the identity_admin track alone, lets a chain seat its registrars at genesis, and stops offline reports against validators already on their way out. It carries no storage migration.

What ships

🔑 Retire prime's registrar privilege

Prime can no longer add a registrar on its own signature. A registrar seat now takes a referendum on the identity_admin track.

🔧 Registrars from genesis

A genesis preset can now seat identity registrars, each charging no fee. pallet-identity has no genesis config of its own, so a small GenesisRegistrars pallet at index 31 writes the Registrars storage instead. The dev, local and integration presets seat Alice, and the testnet and mainnet presets seat nu7iBot…xZwv. Genesis config only runs at chain launch, so the upgrade doesn't touch registrars on live chains.

🐛 Offline reports name only active validators

A kicked or exiting validator stays in the session set until the next rotation, and im-online used to report it offline once more if it missed a heartbeat there. Offline reports now name only validators with an Active lock. A session where only departing validators miss a heartbeat closes as AllGood.
